Parish Clerk and Responsible Financial Officer

Applications are invited for the post of part-time Clerk and Responsible Financial Officer to Owslebury and Morestead Parish Council.

The Clerk is the Proper Officer of the Council and its Responsible Financial Officer, and is under a statutory duty to carry out all the functions of a local authority’s Proper Officer. The Clerk’s responsibilities include producing agendas and minutes for council meetings and committees, liaising with outside bodies, implementing the council’s decisions, acting as the council’s financial officer and keeping the council’s financial records.

The successful candidate will preferably be CiLCA qualified, but consideration will be given to a suitable candidate willing to study for the qualification.  As a significant proportion of the post is administrative, the applicant must have good financial and book-keeping skills, be computer literate and competent in using Microsoft Office. A lap-top computer, printer and home working allowance will be provided. Good organisational skills and prioritisation skills are essential as is a large degree of tact, diplomacy and flexibility in dealing with councillors, members of the public and local government organisations and agencies. A working knowledge of local government would be an asset.  Preference will be given to candidates with a local knowledge of the parish.

The position is mainly home-based for an average 10 hours per week. Any additional hours agreed with the Council will be paid at normal rates. Some evening and out of hours work is required.  The salary will be pro-rata within the National Joint Council for Local Government Services (NJC) pay scale point LC1 point 22 – LC2 point 29 (£20,661 full time equivalent -£25,951 pro rata), according to experience and qualifications.

The Council meets on the evening of the second Monday in a month, with other meetings being called as required.
