· Theft of catalytic converter
Whites Hill, Owslebury 11–14/02/2011 – Catalytic converter removed & stolen from van parked outside business premises. 44110068005
· Suspicious vehicle
Greenhill, Baybridge 13:30 24/02/2011 – Suspicious 'S'-reg pick-up truck drove into yard premises, occupants appearing to be looking around. 44110081485
· Road traffic collision
Hurst Lane, Owslebury 03:30 27/02/2011 – Ford Focus left carriageway & overturned into field, causing damage to fencing & hedgerow – driver made off from scene. Enquiries in hand with view to intended prosecution. 44110085746
· Environmental damage
Lower Baybridge Lane 27–28/02/2011 – Quantity of used vehicle tyres (probably a Transit-tipper load) dumped in field entrance at side of Lower Baybridge Lane. 44110086911

Morestead Road, near Warren Farm 28/02/2011 – Small amount of general rubbish dumped at junction of bridleway with main road. 44110086911
· Road traffic collision
Hazeley Road, Morestead 17:55 02/03/2011 – Police vehicle collided with deer while travelling through Morestead village. 44110091481
· Theft of hedging plants
Whaddon Lane 04–05/03/2011 – 350 x hedging plants uprooted & stolen from top of newly-planted boundary bank. 44110097434
· Theft of saplings
Baybridge 04–07/03/2011 – 12 x tree saplings (ash and birch), complete with supporting stakes & ties, uprooted and stolen from private land within 2 weeks of being planted. 44110098861

b) Fly-tipping – Tyres
PC Chapman reported further incidents of dumped tyres. He confirmed that a W on the tyre indicates the tyres have been reported and will be recorded as an incident. This should help prevent duplication of reporting.
c) Relocation of Police Officers
PC Chapman confirmed that five members of the Emergency Response Teams are being relocated from Winchester to Bishops Waltham. This is not an increase in staff overall, but it is an increase for Bishops Waltham.

36/11 TO HEAR PUBLIC QUESTIONS AND COMMENTS
a) Planning Applications – Statement of Intent from Owner or Agent and Public Comments
i) Planning Application 11/00320/FUL – 1 Gorse Down, Owslebury
The owner explained that as a couple they wished to live in Owslebury long term, bringing up their family here and having an extra room so parents could visit. Their plan is to convert the loft into a 4th bedroom. They have spoken with their neighbour who has not voiced any concern.
37/11 MATTERS ARISING FROM THE MINUTES
a) Longwood Crossroads
As requested by the Council the stretch of hedge at the north-east corner of the crossroads has been removed and the boundary of the field moved back from the road
(in line with the planning application). The hedge at the south-east corner has also been trimmed. This has improved the view for traffic approaching from Longwood.
b) Hedge Cutting
The hedge at the top of Crabbes Hill has been cut.
c) Litter
Fly-tipping seems to be on the increase.

d) School Directional Sign
The Clerk confirmed that Hampshire Highways has agreed to purchase a new school directional sign and install in the grass verge at the entrance to Beech Grove. The original sign/post will not be removed because to do so would cause considerable damage to the hedge.

e) Flooding / Pot Holes / Broken Signs etc.
The Clerk reported that apart from the flooding reported by Cllr Tull, no one had notified her of further highways matters requiring attention. Cllr Cryer confirmed the 'Thompsons Lane' road sign at the junction with Portsmouth Road needs replacing further to an accident and asked whether consideration could be give to replacing and re-siting the bent 'Whaddon Lane' road sign at the junction of Thompsons Lane.

f) Planning Decisions – 10/00583/FUL – Marwell Wildlife – Marquee
Further to Council discussion the Clerk wrote to Julie Pinnock, Development Control Team Manager, outlining the Council's concerns that in agreeing this application no restrictions had been placed on Marwell Wildlife as to the number of events that can be held in the marquee per year.
That whilst it maybe that Marwell Wildlife has no intention of running events 365 days per year, in granting this permission without restrictions, this can be the case should Marwell Wildlife wish now, or in the future under a change of management to do so. This has potential impact on noise disturbance to neighbours in Thompsons Lane and Hurst Lane.
Julie Pinnock has confirmed by e-mail that the issues the Council raised were taken into account and carefully considered before the case officer made a formal recommendation. She confirms that the Planning Committee report (28th October 2010) sets out the planning issues that Committee considered in reaching its decision to approve consent, which she believes responds to the points the Council raised.
The Planning Committee report from 28th October describes the attention given to the management of noise. Conditions include: -
- A Noise Limiting device is to be installed in the marquee and all live and amplified music shall be routed through the device. The device shall be installed, set and calibrated, to the satisfaction of the LPA prior to use of the premises for music entertainment and shall thereafter be retained.
- A Noise Management Plan including maintenance and monitoring of agreed noise levels shall be submitted to the LPA and agreed in writing after the noise limiter has been installed, set and calibrated. The maintenance and monitoring as agreed in the Management Plan shall then be implemented in accordance with those details. The Management Plan shall be complied with at all times when regulated entertainment is provided.
Whilst Marwell Wildlife have indicated a wish to run up to 35 weddings per year, none of the conditions refer to a limitation on the number of events. The Council remains concerned about the potential number of events and agreed the situation should be monitored.

g) Enforcement / Planning Issues – 0902063/HCS – Marwell Yard
Further to Council discussion the Clerk wrote to Rosemary Box, Planning and Development, to enquire regarding the plan to ensure the business is wound up by 31st March 2011 and the site restored to agricultural use in line with the conditions.
Rosemary Box has confirmed that the site has been monitored on a regular basis and that condition 10 of 09/02063/HCS has been discharged. The majority of the site is in fact covered by the WCC permission (06/03453/FUL granted 19th January 2007) for the two further agricultural barns.
There is a small area to the south of the existing barn which falls outside of this permission and there is a commitment to return this to agricultural field. The current occupiers, Mountstone, are in occupation of the whole of the permitted area and very aware of the fact that they are required to vacate at the end of March. Papers relating to the discharge of condition 10 have been forwarded to the Council.

h) Councillor Training – Feedback
Cllrs Cryer and Pallant reported that overall the training was reasonably informative, covering impartiality and the Council's legal responsibilities. As a comment, the course leaders didn't fully introduce themselves or promote the services of HALC, meaning they left with little information about HALC and services offered to local councils.

Chris Wilson has confirmed the cost was £3009.
38/11 COUNTY AND CITY COUNCILLOR REPORTS
a) Hampshire Cuts
Cllr Mason confirmed that HCC has to save 55 billion. 1,200 posts are to be made redundant. HATS have been disbanded.
b) Hampshire - Environment
Cllr Mason reported that Chris Wilson has taken early retirement. The Winchester depot is to close and staff will be moving to the Bishops Waltham depot. Peter Eade will be taking over from Chris Wilson, as from 1st April 2011.
c) Police
Cllr Mason confirmed that there is no increase in the precept for the Police. The Chief Constable has stated that front line posts, within the Safer Neighbourhood Teams, are safe until 2012. They are looking to increase 'Specials' from 350 to 550.
39/11 HIGHWAYS
a) Dog Mess
Concern was raised that dog mess seems to be increasing again, particularly on the Glebe Field, in Main Road and around the school. This is of particular concern owing to the danger of dog mess to small children.
