  • Occurrence Summary for Owslebury Parish  - Tuesday 9th August 2011 to Monday 12th September 2011

On the morning of 10th October PCSO McCulloch made a 30-day search on Crime reports and identified 3 reported incidents.  Sarah McCulloch has confirmed that this is a really good system and feeds from the Hampshire reporting system.  To support others using the system she has given the following instructions:

On the left of the screen you will see a box saying incident details with a + in, click on this to open and you can view Incident information and can sort by crime, date & distance. You also have the option to print.

  • New Safer Neighbourhood Team Police Constable

    PC Paulls has now joined the Safer Neighbourhood Team (PC Barham’s replacement). PC Paulls has worked at the station for a while and has moved over from response, so he does know the area quite well.

  • Operation Nemesis

Operation Nemesis was launched on Saturday 1st October 2011. This three-month intensive campaign will tackle burglary across the whole force, cracking down on perpetrators and bringing them to justice.

  • Twitter

Bishops Waltham Safer Neighbourhood Team is now on Twitter.  Parishioners will be tweeting Sarah so follow her on @BWalthamPolice to get live updates.

 

  • Partners and Communities Together – Safer Neighbourhood Panel meetings

The Clerk reported that Sgt Susan Innis had requested the Council discuss interest in "Partners and Communities Together" meetings or "Safer Neighbourhood Panel" meetings which she is considering introducing in the near future. 

 

The meetings would consist of a member of each Parish council, Police and Neighbourhood Watch plus any community who wish to attend.  Disussion would be centred around local priorities and updates for each area at 3 monthly meetings to ensure the Police are dealing with current issues.  Sgt Innis would like to know if this is something the Council would be interested in we would be willing to host these meetings, take the minutes etc.

 

Further to discussion the Council asked the Clerk to thank Sgt Innis for her wish to improve communication, but they are happy with the communication currently available to them and therefore felt an additional meeting is not necessary.  The Council values the monthly attendance of a PC or PCSO at the Parish Council meeting. 

 

The Council always sends a representative to the Parish Policing Partnership Forum and the Country Watch meetings.  If the Council has an issue Councillors / Clerk has always had immediate access to the local PC / PCSO via e-mail and mobile. The Council didn’t feel this additional meeting was required and felt this would put an additional strain on Police resources. 

 

However, if they go ahead Cllrs Tull and Cryer will act as the Council’s representatives.  With regard to hosting meetings and minute taking the Council were concerned regarding the  hidden cost to the Council in respect of hall hire and Clerk’s time.

158/11 TO HEAR PUBLIC QUESTIONS AND COMMENTS

  • Planning Applications – Statement of Intent from Owner or Agent and Public Comments 

 

  • Application 11/02049/SFUL: Rose Cottage, Main Road, Owslebury
  • The property owner answered Councillor questions regarding the planning application for a shed and wood store.  Planning permission is required because the application is in front of the building line and within the SDNP.

 

  • Planning Appeals – Statement from Owner or Agent and Public Comments

 

  • Application 10/02462/FUL – Appeal Ref: APP/L1765/A/11/2159672 – Dell Croft, Hensting Lane.
  • The applicant’s agent referred to the primary objections of the Parish Council - over intensification of the site, the potential traffic increase in a small-restricted lane and no overriding justification. To counter these objections the agent stated that the Highways department had made no formal objection and that the development would not be visible from Hensting Lane or from high vantage points.  He informed the Council that in reaching their decision WCC had not consulted the Tourism department, which under national guidelines they are asked to do.  The agent had therefore consulted Tourism SE, WCC Tourism Department and Alison Tingley, the Tourism representative within the SDNP.  He indicated that he had received some verbal support but he was awaiting written comment.

 

  • Application 11/00892/SFUL – Appeal Ref: APP/L1765/A/11/2160697/NWF – 1 Hilly Close, Owslebury
  • The applicant’s agent explained that a key reason for the refusal was concerns regarding access and the lack of a turning circle.  They have subsequently discussed these concerns with the Planning Officer and the architect has drawn up a scheme, which they believe is acceptable.  In addition, the application was refused on Policy H4 – that the plot is not suitable for development, as it is not in a sustainable location. 

    The agent asked the Council to consider how, if this set a precedent for future applications, this would affect the village.   The agent confirmed that 32 letters were sent to neighbouring households and of the objections received, the majority were in relation to the difficulty parking in Hilly Close.  The agent felt that, having created a scheme that meant they would not be adding to the difficulty, the difficulty should not be upheld as a reason not to grant the application.   

 

159/11 MATTERS ARISING FROM THE MINUTES

a)    Investigate a suitable projector for use by the Parish Council / Parish Hall / OMCA - JC
The Clerk informed the Council that, further to Councillor Mason’s kind offer of a grant towards a projector Cllr Chapman had investigated possibilities and suggested that OMPHC, OPC and OMCA all contribute to purchase a projector that could be used by all as required.  OPC supported this suggestion and raised the question of insurance – which organisation would be best placed to insure it for the community.

b)   Police to offer road safety talks to Owslebury Primary School
      Cllr Sharpe confirmed that the Police had delivered road safety talks at the school 

 

c)   To follow up timeline with James Cretney for clearing ditch at the end of Hurst Lane
The Clerk reported that Mr Cretney had confirmed he had this in hand but unfortunately, owing to their digger being stolen the job had taken a little longer than planned.

 

d)   To informally discuss the re-direction of the stream at the bottom of Hurst Lane with the landowner - RP
Cllr Page reported that the landowner had confirmed he had been in consultation with the Environment Agency regarding their plans.  That no spoil had been brought onto the farm so a waste disposal or carriers licence was not required.  The landowner has dug a slurry pit to confirm to environmental standards, seeking to make a wildlife haven from what was a swamped area and to prevent flooding onto the hardwood trees.

  • Southampton Airport Community and Stakeholder Conference – 15/09/11 – MP

Cllr Pallant gave the following report: -

The opening address included details of their 5-year plan giving information about the 9 airlines and the 50 destinations of the airport highlighting 100 new jobs to be created in the next 12 months with a turnover £100m.

 

The Airport flying hours are 6am-11pm Monday-Saturday with Sundays 7.30am-11pm.

Noise reduction is improving again with only 53 complaints this year up to 31/7/11 whereas 2010 had a total of 320 complaints compared to 2006 with 1548.  To help pinpoint noise further, a new software suite is being trialled called "Web Trak" which will plot the actual flight path of each plane.  This will eventually be available to the public to view albeit delayed by 24 hours for security reasons.

 

They are awaiting installation of new Radar system.  Currently there is no radar at Eastleigh and they rely on a feed from Gatwick and are therefore unable to monitor planes below 800ft.

     

London 2012 update: -
           
The airport is expected to be extra busy from mid July to end of September 2012 with additional flights for the 2 Olympic games.

 

There will be "restricted air space" over London during the games and no additional charter flights will be allowed, this includes London City, Heathrow, Gatwick, Luton and Stansted.  All additional flights will be to regional airports.

 

NATS at Southampton are extending the air space to include Popham airport where all extra flights will be in a holding pattern waiting for a suitable landing slot at Southampton . Therefore it is expected that the extra flights will land from the north.  There will be no change in the "flight agreement". 

 

At Southampton this means that the airport will still be limited to just 10 landings out of hours in any one calendar month.  Southampton airport will not know how many extra flights will be landing until the flight plans have been lodged and that won't be until end of first quarter next year.

 

Most of the rest of the meeting was given over to South West Trains to explain how SWT will move passengers to their destinations.  It appears that there is not enough electrical power available to move the expected number of passengers past Poole. (SWT only have electric trains). Hope to hire additional diesel trains from other operators.

 

Before the Q and A session it was explained how the airport have given a total of £30k to 13 very local charities in the catchment area. Every staff member is given up to 6 paid leave days to fund raise with the airport matching £ for £.
 

  • Parish Policing Partnership Forum – 28/09/11

Cllr Tull gave the following report: -

 

Alresford and Twyford Police Station are both to close.  Bishops Waltham is closing its counter but it is to remain open as an operation centre.  Money saved from closing stations is to be put into building a large custody suite with 40 cells near Frimley, up the M3.

 

The Police are targeting scrap yards which is proving successful.  Also, one day a month is being directed to removing uninsured vehicles from the road.  

 

  • South Downs Autumn Workshop – 03/10/11

Cllr Manship apologised he had been unable to attend the meeting.

164/11 BUS SERVICES FROM OWSLEBURY TO WINCHESTER (SERVICES 63 AND 69)

 

The Council discussed correspondence received that week from parishioners regarding the imminent cuts to the bus service. The Council noted its concern regarding the affect the cuts will have on both the young people and elderly within the Parish.
