DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
11th JANUARY 2010
AT 7.45 PM IN OWSLEBURY PARISH HALL

03/10 CONFIRMATION OF THE MINUTES

The minutes of the meeting held on 14th December 2009 had been circulated. The Chairman signed the minutes.

04/10 POLICE CONSTABLE REPORT

a) Occurrence Summary - Tuesday 15th December 2009 to Monday 11th January 2010

Suspicious vehicle, Morestead crossroads – 23:33 in the evening of 22nd December 2009.
Truck with a red light fixed to the top seen acting suspiciously, light pointing at nearby fields. Suspected deer poachers. (44090548115)

b) Parish Council Priorities for the Police
PC Barham confirmed that the Police were reducing the identified priorities from three to two. The Council agreed with PC Barham that Speeding should be our priority.

 

c) Poaching
PC Barham reported that two vehicles have been recently ceased following red diesel proven to be in the fuel tank.

d) Beat Surgeries
PCSO Carthew confirmed that an additional beat surgery would be held on the 1st Friday of each month in Beach Grove, opposite the school gates, at about 3pm, for any parishioner to raise issues of concern with the police.

e) Speeding Prevention Laser Guns
PC Barham reported that it had been confirmed that it would be himself who would receive training in using hand held laser guns.

05/10 MATTERS ARISING FROM THE MINUTES

a) Recreation Ground Vandalism Preventative Measures – To Peg Logs to agreed specification – Cllr Tull
Cllr Tull confirmed that this would be completed as soon as the snow had gone.

06/10 PUBLIC QUESTIONS AND COMMENTS

07/10 COUNTY AND DISTRICT COUNCILLOR REPORTS

a) Grant Application
The clerk reported that Cllr Mason had confirmed that the Council’s application for a grant of £500 towards play area had been received and would be considered.

 

b) WCC Full Council Meeting
Cllr Humby confirmed that owing to the snow this had been moved from Wednesday 6th to Wednesday 13th January

 

c) Winter Insulation Grants
Cllr Ruffell provided the Council with a leaflet regarding winter insulation grants offered by WCC

d) Leader Funding
Cllr Humby confirmed that the budget set aside for Leader Funding is becoming close to full allocation with over £300,000 awarded. If the Council is interested in applying for a grant for the play area, we should talk with Cllr Ken Brown sooner rather than later.

08/10 HIGHWAYS

a) Whaddon Lane
(i) Kerbing
- Cllr Manship reported that Andrew Tiffen had confirmed that he was unable to locate 12” conservation kerbing in a countryside style and wished the Council to confirm whether they would agree to 12” industrial kerbing instead in order to move the project forward.

 

Cllr Manship explained his reservations, he believed 12” industrial kerbing would be unsightly and out of character with the area. He reminded the Council that this was an area of concern raised by the public at a meeting earlier in the year to discuss the specification.

 

Cllr Tull said that nothing less than 12” industrial kerbing would do and that if they were not installed the project should not go ahead. He had installed them around his land at the top of Whites Hill and he believed it doesn’t take long for them to wear in.

 

He reminded the Council of the damage caused by lorries mounting the Countryside kerbing along Main Road and confirmed HGV’s would not mount 12” kerbing.

 

The Chairman asked for the decision to be put to a vote. All Cllrs present apart from Cllr Manship agreed to the installation of 12” industrial kerbing in order to move the project forward. Cllr Manship objected. The motion was carried.


(ii) Legal Documents – Mr Tull confirmed that he had still not received any legal documents regarding the transfer of land from Hampshire Highways

 

(iii) Current Specification and List of Requests from Mr Tull and Mr Ward – Cllr Manship confirmed that both Andrew Tiffen and Richard Peach had promised him these before Christmas but to date these had still not been received.

  • To follow up ii) and iii) above as a matter of urgency, putting requests in writing if the above was not moved forward requesting support from Cllr Mason

b) Longwood Crossroads
Cllr Manship reported that the recently installed red surfacing had eroded away on the Longwood East side of the crossroads.

09/10 RIGHTS OF WAY

a) Dog Waste
Cllr Tull reported incidents of dog waste on footpath 49 and Pitcot Lane. Cllr Sharpe confirmed that the situation had much improved since installing the dog bins but dog waste is lying in the snow and obviously came from an extremely large dog. The Council found this extremely disappointing as dog bins had recently been purchased in both vicinities.

a) To discuss planning appeals

09/01875/FUL: Appeal by: Baudelaire Ltd. The Old Tin Barn, Longwood Road, Owslebury
Proposal:

Revisions to elevations of planning permission 99/01875/FUL to facilitate use by electrical contractor

11/10 ENFORCEMENT ISSUES

a) Greenhill Farm
The Clerk confirmed that further to a resident raising concern regarding the felling of trees at Greenhill Farm resulting in it being clearly visible, she had asked WCC to look into the matter.

 

Neil March, Enforcement Manager, has confirmed that there are no specific conditions requiring trees to be retained, neither is the site in a Conservation Area or subject to a Tree Preservation Order. A landscape management plan detailing the staged removal of trees and new planting was submitted and agreed as part of the application.

12/10 TO CONSIDER MATTERS ARISING FROM CORRESPONDENCE RECEIVED: FOR INFORMATION ONLY

a) WCC Budget 2010/11 – Cabinet’s proposals – Wed. 27th January 2010 – Cllr invitation
Cllr Manship reported his concerns to Cllr Humby further to his attendance at last year’s meeting. He asked Cllr Humby to feedback these concerns to the Council.

b) Hampshire Fire and Rescue and Hampshire Police Authority Draft Budget 2010/11 –Consultation meeting – Wednesday 13th January 2010 – Cllr invitation
No one available to attend.

c) Marwell Wildlife Masterplan 2009
The Council confirmed they would like the provisional meeting arranged for Monday 15th February to go ahead. Providing that it was at a slightly later time Cllrs Manship, Page and Sharpe confirmed they were able to attend. The Clerk confirmed Cllr Chase is able to attend. Cllr Chapman sent his apologies

d) Grit Bins
There are no known grit bins within the Parish of Owslebury. Cllr Humby reported that WCC were hoping to arrange additional grit bins to be available for the parishes. The Cllrs agreed they would not be looking to purchase grit bins but if they were being given away then they would be pleased to hear of this offer.
