  • Criminal Damage, Whaddon Lane
    At some point on 19th Jan 2010, Hedgerows cut without permission (44100024451)

  • Criminal Damage, Beech Grove
    Overnight 22nd – 23rd Jan 2010, Car tyre deliberately punctured by unknown object (44100029902)

  • Suspicious Person, Baybridge Lane
    Approx 17:00 / 18:00 in the evenings of 28th, and 29th Jan 2010, Suspicious male seen walking up and down the road. When a car passes he covers his face (44100040091)

  • Suspicious Vehicle, Whaddon Lane
    11:00 on 28th Jan 2010, Suspicious male called at farm location to ask about grazing for horses (44100041809)

  • Theft, Marwell Wildlife Centre
    Between 10:00 – 11:30 on 1st Feb 2010, Theft of mobile phone from unlocked office (44100043470)

  • Theft from Vehicle, Whaddon Lane
    White diesel siphoned from lorry fuel tank (44100052934)

b) Beat Surgeries – Community Engagement
PCSO Carthew reported that they had held their first beat surgery in Beech Grove, which had proved very successful. Please spread the word: -

PC Barham and PCSO Carthew welcome the opportunity to talk with residents in the Parish of Owslebury about any matter of concern. They will be available for 1:1 chats for about half an hour on: -

  • 1st Friday of each month, from about 3pm in Beach Grove, opposite the school gates.
  • 2nd Monday of each month, from about 7.15 in the Parish Hall.

c) Fly Tipping
PCSO Carthew reported that she was waiting for a report from Doug Ross re: the locations of fly tipping and their regularity within the parish. PCSO Carthew confirmed she was working in partnership with Cllr Humby to move this forward.

d) Youth Club
PCSO Carthew reported that she is supporting the youth club with advice as helpful.

 

e) Punctured Tyres

PC Barham reported that a notice regarding the deliberate puncturing of the side walls of tyres had been delivered around the village seeking support / information, but as yet with little response.  Please can anyone with any information or suspicion please contact him. 

20/10 MATTERS ARISING FROM THE MINUTES

a) Recreation Ground Vandalism Preventative Measures – To Peg Logs to agreed specification – Cllr Tull
Cllr Tull confirmed that all the logs were on the site. That Richard Harfield had the pegs and all that remained was co-ordination between the two of them to peg them down.

 

Cllr Manship asked whether the temporary logs that had been placed there from the corner of the recreation ground had been removed and whether liaison had taken place with Mr Parrington for the permanent logs. Cllr Tull confirmed that some logs had been obtained from Mr Parrington.

 

Cllr Manship asked Cllr Tull to remove the temporary logs & liaise further with Mr Parrington to complete the job.

21/10 PUBLIC QUESTIONS AND COMMENTS

a) Recreation Ground Vandalism Preventative Measures
Mr Ames stated that in his opinion the logs that had been recently placed around the recreation ground were far from satisfactory and that the site looked a complete mess. Further to his involvement on behalf of the Football Club in the initial discussions with the Cricket Club and the Parish Council to agree a specification, he was very upset about this and hoped this would be rectified urgently. Cllr Manship confirmed the current situation was temporary.

22/10 COUNTY AND DISTRICT COUNCILLOR REPORTS

a) Potholes
Cllr Mason reported that Amy were out at weekends as well as during the week repairing pot holes in an effort to make the 14 day turn around from notification to repair required. Cllr Mason suggested that a list of all the potholes in the parish should be forwarded to Chris Wilson with a copy to himself. The Chairman confirmed all potholes were reported as they arose, but this could be actioned.

23/10 HIGHWAYS

a) Countryside Kerbing
Cllr Manship reported that the installation of the countryside kerbing along Longwood Road and Main Road had started, to include the lengths originally specified plus some additional lengths further to individual requests.

 

b) Virtual Footpaths
Cllr Meads confirmed she had e-mailed Mandy Ware requesting a feasibility study for virtual footpaths through Owslebury. Mandy had requested additional detail regarding the length of works to be considered (The Ship to Beech Grove) which she would forward to her.

c) Red Lane Barrier
Cllr Manship reported that he had talked through the two quotes received with Cllr Page and they both agreed that like for like the difference in cost was considerable. Therefore, whilst Cllr Manship confirmed he would have liked to recommend the local contractor, as suggested by the Council and landowners, he had to recommend that the Council contract with the cheaper of the two contractors. This was unanimously agreed.

Cllr Tull updated the Council regarding his discussions with Mr Peach. As he understands it Hampshire Highways is unable to agree ownership and responsibility for the banks by both the landowners and to HCC. This is in the hands of his and HCC’s Solicitor’s

 

e) Longwood Crossroads
It was reported that the 60mph slow down southbound sign is not working

24/10 RIGHTS OF WAY

None

25/10 BT TELEPHONE BOX UPDATE

  • 24/10/09 – BT offers Owslebury Parish Council the opportunity to purchase the telephone kiosk in Beech Grove, minus the payphone for £1, under their ‘adopt a kiosk’ scheme.

  • 05/12/09 – Owslebury Parish Council declines BT’s offer, giving reasons why the telephone should remain operational

  • 24/12/09 – WCC confirms their support of Owslebury Parish Council in this request

  • 18/01/10 – BT confirms that the telephone in Beech Grove will remain operational for now, though it may be subject to future removal proposal / consultations.

 

26/10 GRIT BINS

The Clerk reported receipt of an email from a resident requesting that consideration be given by the Parish Council to obtain by winter 2010 the provision of grit/salt boxes for the use of the residents in Beech Grove and Hilly Close.

 

Cllr Ruffell confirmed that a new policy was emerging which would provide an additional 4000 grit bins to the parishes, free.

 

The Clerk reported receipt of a letter from Ken Thornber in which he discusses the idea of increasing the number of bins across Hampshire from 2000 to 6000 and asks if Parish Councils could indicate whether they could make a contribution either in full or on some shared basis. In his letter Ken Thornber also confirms that at this stage the idea is only a proposal, as all the implications need to be worked through. Including the problem of whether parishioners using the grit bins would render themselves liable to claims for compensation in the event pedestrians continued to slip and injure themselves.

 

Cllrs Humby, Ruffell and Mason confirmed that HCC and WCC were working in partnership in these matters. It was understood that owing to the Council’s extremely small precept the Council hoped that grit bins could be made available free of charge.

 

Cllr Humby confirmed that further to the Clerk’s request to investigate the matter there was no need for the Council to take any further action at this moment in time. He would ensure the Council’s wishes were represented and keep the Council informed as the proposal developed.

27/10 PLAY AREA UPDATE

The Clerk reported that further to discussions with Stuart Dunbar-Dempsey it had been agreed that the £7,100 available in the open space fund should be released for play area equipment. This, together with other grants and donations enabled the Parish Council and Toddler Group to purchase the 1st two new pieces of equipment for the play area. A birds nest swing and seesaw. These had now been ordered.

 

Cllr Sharpe confirmed that the Toddler Group’s next fund raising event is a Race Night on Saturday 6th March in the Village Hall. Tickets are £10 each and can be obtained from members of the Toddler Group.

 

28/10 PLANNING

Appeal:

Against the refusal of WCC to permit planning permission for proposed variation of condition 02 of consent W3293/7 and condition 02 of consent W3293/2 to allow the occupation of the dwelling to be occupied by a person solely or mainly employed or last employed at the site in the breeding, rearing and keeping of horses, or for a person solely or mainly employed or last employed within the locality in agriculture or forestry or for a person solely or mainly employed as a Farrier at the forge, Owlsebury Bottom. Proposed change of use to the existing outbuilding from a forge to a commercial equestrian use for the breeding, rearing and keeping of horses to be operated by the occupier of the dwelling at the site. Proposed associated internal alterations to the building at The Forge, Owslebury Bottom, Owslebury.

29/10 ENFORCEMENT ISSUES

a) Marwell Yard
Further to the committee’s decision to grant retrospective planning permission at Marwell Yard against the recommendation of its own Planning Officers, WCC’s Planning Officers; The Parish Council and the South Downs National Park representation; simply for the reason of financial expediency, the Clerk to write a letter of complaint.

30/10 TO CONSIDER MATTERS ARISING FROM CORRESPONDENCE RECEIVED: FOR INFORMATION ONLY

a) Donation to St Andrew’s Owslebury
The Clerk confirmed receipt of a letter of thanks from the Vicar of St Andrew’s for the Parish Council’s annual donation and for its pledge of financial support to the Wainscot Project.
