DRAFT MINUTES OF THE PARISH COUNCIL MEETING HELD ON
6th APRIL 2009
AT 7.45 PM IN OWSLEBURY PARISH HALL

47/09 CONFIRMATION OF THE MINUTES

The minutes of the meeting held on 9th March 2009 had been circulated. The Vice-Chairman signed the minutes.

48/09 POLICE CONSTABLE REPORT

a) Monthly crime report
PC Charlie Farley reported on 4 crimes over the past month: -

  • 11th March – Solar panels stolen from the roadside in Morestead
  • 23rd March – Lock-up broken into at Essex Utilities – nothing stolen
  • 27th March – 2 catalytic converters stolen off vehicles at Hampshire Insulations
  • 6th April – the large clock tower designed for the garage block at Greenhill Farm reported as stolen

b) Country Watch
Set up in the Winchester area. Similar to Neighbourhood Watch but with a focus to reduce rural crime for farmers, gamekeepers etc. To improve a two-way communication with the police, exchanging information on suspicious circumstances, rural crime, burglaries, fly-tipping, poaching, damage caused by driving across private field’s etc. PC Farley confirmed the Chief Inspector is arranging for a dedicated officer to set up and run the scheme to ensure its success.

49/09 MATTERS ARISING FROM THE MINUTES

a) Strip of Land next to garages in Hilly Close
The Clerk reported that the project is now complete. Cllr Manship offers his thanks to Cllr Page for supplying the manure and to Cllr Sharpe for helping plant the shrubs. Also to Mr Ames and other residents for keeping an eye on the plot and watering as required.

50/09 PUBLIC QUESTIONS AND COMMENTS

a) Planning Application – 09/00387/FUL – Crosslanes Farm, Warley Lane, Morestead
The owner talked through the reason for her application. She confirmed that running the stud had always been a 2-handed job and a live-in groom from the outset had supported her. 24/7 support was required for security, foaling etc. She confirmed the groom could not live in the property as it only had one bedroom. The owner confirmed that she was not looking to build an additional house in the country, only to obtain a 3-year licence to enable the business to continue to function. Towards the end of the 3-year period she would need to consider whether to apply for an extension or to reconfigure the business.

The Groom spoke in support of the landowner. She spoke of the success of the business and the outstanding condition of the stud. She emphasised the need of 24/7 support, in particular when a mare is foaling. She confirmed she would be out of a job if the mobile home were refused.

Planning Application – 09/00419/FUL and 09/00418/LDP – Christmas Cottage, Belmore Lane, Owslebury.
The owner talked through what he was hoping to achieve with his property, in particular to maximise the views. He explained the thought he had put into the build to retain its character and to build to compliment his neighbour’s garage and raised balcony. He showed the Council photographs of the location and the trees between his property and his neighbours that prevented him looking into their garden. He provided a report from the Conservation Officer, who, whilst not in support of the design raised no objection with regard to its impact on the neighbouring listed building.

Planning Application – 09/00534/FUL – The Willows, Thistleridge Farm, Portsmouth Road
The owner reported that she wished to build a conservatory onto the back of her house to enjoy in her retirement.

52/09 HIGHWAYS

a) Virtual Footpaths
Cllr Meads confirmed she had arranged to meet with Mr White, Head Teacher and Mandy Ware, HCC on 1st May to discuss Virtual Footpaths

 

b) Whaddon Lane
The Clerk confirmed the project was now in the hands of the Highways Engineers to progress it. In the first instance they had written to the Utility Companies, Electricity and Telephone, giving them 3 months to complete any work in the road, after which they would not be allowed to dig up the road for a period of 3 years. The Highways Engineer will arrange to meet with the landowners to discuss the project and implication to their properties.

 

c) Hurst Lane

The Clerk confirmed Mr Bould had met with Cllr Chapman and Cllr Manship and examined the drainage issues in the rest of Whaddon Lane and Hurst Lane.

09/00387/FUL: Crosslanes Farm, Warley Lane, Morestead, Winchester. SO21 1FE
Proposal: Temporary stationing of a mobile home for an equestrian worker for a period of three years (RETROSPECTIVE)

The Clerk briefed the Council regarding the background to the application. That the original application for the property in 2005 states that “The business is run as a full time business and employs 3 people. The Applicants live in Owslebury. It is proposed that a one bedroom unit be erected to provide accommodation for the stud assistant so that there can be 24 hour presence on the sight which is necessary for the safety and welfare of the horses.”

 

The Clerk confirmed that on its completion Mr and Mrs Horn had moved into the property and the groom had remained in the mobile home which had been placed on site during the build. (Mrs Horn confirmed that WCC had agreed to the mobile home being placed on site during the build, in which Mr & Mrs Horn and the Groom had lived).

 

The Clerk confirmed that the Parish Council objected to the original application in 2005 but it was agreed by WCC. The Clerk confirmed that the mobile home is currently subject to Enforcement as it is not in line with the original application agreed. One letter of objection to the application has been received from a parishioner.

 

OPC Decision: Balancing the background to the application and the presentation by the landowner and her Groom – No Comment.

Proposal: First floor veranda to the side of the property with external staircase and detached garage with accommodation above and veranda to the rear with external staircase

The Clerk read through the letters of objection on the WCC Website. Mr Williams was given the opportunity to respond.

OPC Decision: Balancing the information provided in the letters of objection with the presentation by the property owner – No Comment.
