Cllr Meads, declared an interest in agenda items 4g and 11a - Plot 6, Whaddon Lane being the neighbouring field to her property.
159/07 CONFIRMATION OF THE MINUTES
The minutes of the meeting held on 13th August had been circulated. The Chairman signed the minutes.
160/07 MATTERS ARISING FROM THE MINUTES
a) 07/00954/FUL Whites Hill Farm
• To co-ordinate a meeting with the landowner to discuss the way forward - AM
Cllr Manship reported he had arranged for the Parish Council to meet with Jonathan Humphries on Monday 1st October 2007 at 7.30pm. His agent and an employee will accompany Mr Humphries. Mr Humphries has invited Cllr Manship to chair the meeting and the Clerk will take the minutes. An agent from Planning Aid has agreed to attend the meeting on behalf of the Council. He will give his time free of charge. Cllr Manship will ask the Council to agree a donation to Planning Aid at the next meeting.
Cllr Manship stressed the purpose of the meeting is to look to the future and discuss the way forward only, given the conditions that have been agreed by WCC in granting this planning application. Individual views regarding whether the application should or should not have been granted will not form part of this meeting. Agenda items were discussed. Cllr Manship will finalise an agenda with Mr Humphries.

Cllr Ruffell reported that Cllr Humby had spoken with Mark Egerton, a neighbour of the site, who had agreed to monitor the conditions.

b) Litter Collection To organise the event JR
Cllr Ruffell confirmed that she had not advertised this event in the Owslebury Newsletter as yet, as she was concerned that if advertised too early people would forget. Unfortunately the next edition would be too late. It was agreed to move the date from 23rd September to Saturday 29th September in the afternoon.

c) Asset Register To update asset register with the Insurance Company Clerk
The Clerk confirmed that all changes agreed at the last meeting had been made. The only change she had not been able to implement regarded gates and fences. As the purchase price for these items was not known, the Insurance Company had recommended leaving these as they were. The kissing gate had been removed as agreed. An additional premium of £29.62 was required to cover the additional items.
d) Register of Interest Forms to complete and return to the clerk
Outstanding forms were returned to the Clerk this evening.

e) Playground update report clerk
The Clerk confirmed completed and outstanding work to date, as agreed with Playgrounds 10/09/07
• Slide a handrail around the top of the slide has been installed.
• Swing Shut Gate Installed. Ground beneath the gate will be raised to prevent dogs entering the park and paintwork will be touched in.
• Sign - received back from the manufacturers today. This will be installed shortly.
• Wetpour The hole in the wetpour has been repaired.
• Moss This will be removed from beneath the swings and igloo
f) Seat Restoration:
• To contract with Bryan Foot to repaint the seats in the Glebe and Recreation Ground
The Clerk reported that Bryan Foot had prepared and painted 7 seats (3 on the Glebe Field and 4 on the Recreation Ground). He had also re-seated a by-ways sign on the recreation ground. Missing uprights to two of the seats in the Glebe would be repaired a.s.a.p. at no extra cost.
• To obtain quotes to replace the broken seat, in keeping with those on the Recreation Ground AM
Cllr Manship confirmed he had obtained two quotes for the removal of the old seat and the installation of the new. The "Southampton Seat" would be in keeping with the other Neptune seats already on the field. To be installed to the new height regulations: Neptune - £681.50 and Cannon Hygiene - £810

g) 07/00911/APN Dundee Down Farm Plot 6 Whaddon Lane
• To meet with the landowner to discuss the bund GT
Cllr Tull reported that he had visited the site a number of times but the landowner had not been on site to discuss the bund with. He could confirm that it was blocking the watercourse.
• For information only - correspondence received from Mr P Bowes Clerk
The Clerk reported on 2 letters received from Mr Bowes to Mr Nutbeam, landowner. Both in the ethos of achieving mutual understanding, thus avoiding rumour and speculation. In the first he raises queries regarding the new entrance, the barn, the new entrance road and the fires. In the second, he confirms his understanding following their discussion:
• The Entrance in Whaddon Lane Mr Nutbeam confirmed this is not a new entrance. Rather a replacement for a Hampshire Gate that has been there for many years
• The Barn Mr Nutbeam confirmed he has an approved APN for the Barn. The Clerk raised her uncertainty about the position of the new access road as this is not clear on the APN.
• The Fires Mr Nutbeam confirmed that he planned to have no more than 2 fires each year. Mr Bowes has alerted Mr Nutbeam to the sensitivity to the fires as previous burning on the site has caused a nuisance to neighbouring properties. Mr Bowes has raised his concern over the length of time the fire has been burning. The fire of Friday 31st was still burning on Tuesday 4th September.
Cllr L Ruffell confirmed he had reported the original development to Enforcement. As has the Clerk on behalf of the Council. The Clerk confirmed the property is on the Enforcement list, awaiting a site visit.
Cllrs Tull reported that material was being taken onto the site for burning and spoke of the regulations regarding to do so.

h) Owslebury Parish Hall Management Committee Report from August Meeting TM & JS
Cllr Meads confirmed that the Management Committee are hoping to install a new fence along the boundary and ask whether the Parish Council will consider making a donation. Cllr Manship suggested that OPHMC approach Cllr Mason for a grant from the "County Councillor Devolved Budget Scheme - Grants for local community initiatives" fund. If this is unsuccessful all agreed they will look upon a request favourably but would require a quote. If a new fence is installed the Council hope the upkeep of the bank will be maintained. Cllr Meads confirmed that discussions had taken place regarding the payment of a caretaker and gardener.

161/07 COUNTY AND CITY COUNCILLORS AND POLICE CONSTABLE REPORTS
a) 20mph
Cllr Ruffell reported that HCC will be writing to all schools asking whether they wish to be involved in the ``20 is Plenty'' scheme.
162/07 HIGHWAYS
a) Lorries through the village
Cllr Chase reported on an article in The Observer on 2nd September 07. ``Highway officials yesterday announced proposals to stop satellite navigation systems direct heavy traffic through rural villages. Somerset County Council planners say the hi-tech systems could be reprogrammed to reduce the volume o heavy-duty lorries clogging up narrow country high streets''.
Cllr Tull reported that HGV's continue to use Whites Hill as a cut through. He had spotted a Jewson's lorry and a Skip both driving through, causing damage to the trees.
Cllr Ruffell asked about the Council's request for ``do not follow satellite navigation'' signs, as introduced in Exton. Cllr Manship confirmed that WCC had confirmed that these signs had been agreed in Exton as a one-off and would not be approved in other villages.
b) Broken Fingerpost
Cllr Manship reported that the fingerpost at the junction of Whites Hill / Mares Lane and Hensting Lane, had again been broken off. He would contact John Abbott in HCC to arrange repair.

c) Grips in Whaddon Lane
Cllr Page reported that Hampshire Highways have dug out the grips in Whaddon Lane, opposite Lower near the zoo. They are now extremely deep and, unmarked, dangerous.

d) Fly tipping
Cllr Tull reported that he had notified Cllr Manship of fly tipping in Red Lane. Cllr Manship confirmed he had notified Serco and they had cleared the site.
e) Reporting Faults to Hampshire Highways
The clerk confirmed that a link to the "report a fault" section of Hampshire Highways could be found through the Parish Council Homepage of the Owslebury website, for all to use.

163/07 RIGHTS OF WAY
a) Reporting Faults to Rights of Way
The clerk confirmed that a link to the "report a fault" section of Hampshire Rights of Way could be found through the Parish Council Homepage of the Owslebury website, for all to use. The link gives access to on-line OS maps which enables individuals to pin point an OS reference and identifies the number of the rights of way on which there is a fault. Cllr Tull reported that there were a number of overgrown bridleways and he would report these using the link. Cllr Seabrook asked how rights of way numbers could be identified if you were not on the internet. The chairman confirmed they were all identified on the Countryside Access Board.

164/07 RECREATION GROUND NEW P C REPRESETNTATIVE TO BE AGREED
The Parish Council has received a request for the reinstatement of a Parish Councillor with responsibility for looking after the recreation ground and liaising with the clubs that use the ground. Cllrs Tull and Meads agreed to take on this responsibility.
